共同治理视阈下公共文化管理运行基础和路径研究
Research on Working Foundations and Roads for Public Culture Management from the perspective of Co-governance

指出共同治理是传统行政管理在新公共管理环境下的发展趋势，是公共文化管理的需要，旨在为人们的文化权利提供更好的保障；共同治理的主体包括政府部门、社会组织、民间组织、文化企业、公民个人等，在实施中需要处理好政府与相关主体之间的关系;中国公共文化管理运行需要两个基础：一是政府主导型管理格局的发展转变，二是公共文化管理和服务的社会化和市场化；奠定此基础路径应包括：改革文化行政机构、转变政府职能、重新界定文化管理功能和重点、转化管理手段、发展非政府的社会力量、建立非政府主体参与公共文化管理的保障机制等。
Co-governance is the development trend of traditional administrative management in the new public management environment and it is the need for public culture management,aimsing to provide better protection for people′s cultural rights. The main bodies of common governance include government departments,social organizations,non-governmental organizations,cultural enterprises,individual citizens,which need to deal with the relationship between the government and the other management partners. In the theory of Co-governance,public culture management of China needs two bases. One is to improve the existing government-oriented management pattern,another is public culture management and service socialization and marketization. To found them,we need to adjust administrative institutions,clarify cultural management function and transit management means,development social forces,form multi center governance structure,establish the safeguard mechanism of non-governmental parts to participate in public culture management
