中国腐败治理体系现代化的时代诉求与实践逻辑
The Era Demand and Practical Logic of the Modernization of Anti-Corruption System in Contemporary China

治理腐败是一项极其复杂的社会系统工程，人们尽管常用“工程”一词来称谓它，但很少从社会工程理论和思维的视角去研究腐败发生的内在机理和综合防治的可能路径。科学和有效地防治腐败，不仅需要对权力腐败的发生原因、防治对策、治理主体等进行整体分析和协同建构，而且需要运用社会工程理论和思维对反腐倡廉法律制度的制度要素、实践机制、配套设施进行总体设计和系统优化。为此，提出通过意义建构以明确反腐倡廉的问题指向和价值定位，通过关系建构以实现腐败治理要素的系统优化和协同整合，通过符号建构以促进社会主义廉洁价值的观念再造和行为自觉，通过状态建构以推进反腐常态化与政治生态的协同优化，在“大社会”层面将廉洁价值、制度体系、廉洁意识、廉政生态等有机统一于坚持党的领导、人民当家作主与依法治国相统一的治国理政逻辑，具体融入制度反腐、过程防腐与文化倡廉的协同治理实践中，从整体性上推进中国腐败治理体系的现代化。
Anti-corruption is an extremely complex social system engineering so that people often use the word "engineering" to address it, but hardly any study focused on its internal mechanism and possible path from the perspective of social engineering theory and thinking. Preventing corruption scientifically and effectively does not only need to take an overall analysis and make a collaborative construction on causes of corruption, prevention countermeasures, and the main body of management, but also needs to make an overall system design and optimization on the elements of anti-corruption legal system practice mechanism and supporting facilities according to social engineering theory and thinking. Therefore, some suggestions and countermeasures are put forward in this paper, which include four aspects of the construction in order to promote the modernization of anti-corruption management system entirety, such as taking a meaning construction in order to clear the problem and value orientation of anti-corruption, taking a system optimization and collaborative integration relationship to the elements of corruption governance, taking a symbolic construction of clean politics to promote value consciousness for public officers, taking a state construction to promote the normalization of anti-corruption and the collaborative optimization of political ecology
