丝绸之路经济带是中国发展区域经济、实现合作共赢新机制的重要战略构想。随着中亚竞争局势的升级，美、俄、欧盟三大经济体纷纷出台区域合作发展战略，竭力争夺中亚能源的实际控制权，重塑中亚地区能源供给格局。能源通道建设是中国落实丝绸之路经济带发展战略、促成经济安全、持续、稳定发展的关键。2015年，中国经济发展面临新常态，建议尽快从能源领域落实丝绸之路经济带的发展战略，建立促成协同效应发挥的产业联动发展机制；打造以中亚能源为主的西部金融中心，形成人民币特征的区域交易机制，培养丝路建设发展急需的专业人才，增强区域经济发展软实力，逐步形成合作共赢的区域合作新机制。
