人文社会科学研究的创新论与质量观及其评价机制
Research on theinnovation theory and quality conception of humanities and social science research and its evaluation mechanism

人文社会科学研究得以繁荣发展的精髓是创新，人文社会科学研究得以繁荣发展的动力是质量。构建人文社会科学研究评价机制，必须遵循创新第一的评价标准，确立质量第一的评价导向。文章在分析人文社会科学研究创新论与质量观的基础上，探讨了人文社会科学研究创新与质量的关系，并阐述了创新论和质量观下的人文社会科学研究评价机制的内涵，将其划分为三个维度：评价方法科学、评价程序公正、评价监督完备。
Innovation is the essence of the prosperity and development of humanities and social science research,and quality is the driving force for the prosperity and development of humanities and social science research.To construct the evaluation mechanism of humanities and social science research,we must follow the evaluating criteria that innovation is first and establish the evaluation orientation that quality is first.Based on the analysis of innovation theory and quality conception of humanities and social science research,this paper discussed the relationship between innovation and quality of humanities and social science research.And the connotation and dimensions of humanities and social science evaluation mechanism were expounded under the innovation theory and quality conception.
