中国特色社会主义创新思维范式是中共党人在中国特色社会主义开创、坚持和发展的历史进程中主动构建的推进理论创新和实践创新的思维模式和方法，主要经历了倡导“摸着石头过河”的酝酿和开启阶段、“创新思维”概念正式提出的初步形成阶段、科学创新思维观构建的基本定型阶段、“顶层设计和摸着石头过河相结合”的转型升级阶段等四个历史时期，主要包括人文创新思维与科技创新思维并重、理论创新思维与实践创新思维兼顾、精英创新思维与大众创新思维互补、个体创新思维与集体创新思维并举、“顶层设计”思维与“摸着石头过河”思维结合等五个层次。
