全面深化司法改革的核心是还权于司法者，其必然导致司法权力运行主体更加分散化、内部行政监督更加弱化。在此新形势下，加强和完善各级人大及其常委会的司法监督正当其时。人大监督司法是对行使审判权和检察权的主体即法院和检察院的监督，其根本内容不是监督司法行为或司法活动，而是监督司法权。监督司法工作的具体内容应当类型化为法律监督、工作监督和人事监督三个方面，并且实现法律监督的深入化、工作监督的常态化和人事监督的实质化，才能有效提升各级人大及其常委会的监督质效，确保宪法赋予的监督权得到正确、有力的实施。

The judicial supervision should be typed as legal-supervision, work-supervision and personnel-supervision. In order to effectively improve the supervision quality and efficiency of the people’s congresses at all levels and the Standing Committee, to ensure the constitutional power be implemented correctly and completely, the legal-supervision should be deepen, the work-supervision should be normalized, and the personnel supervision should be substantialized.
