完善乡村治理结构,实现乡村振兴战略
Promoting the Cooperation of Local Government, Market and Farmer for Rural Vitalization

乡村振兴既不是重新回到乡土社会,也不是重复原有的工业和城市化发展道路。 乡村振兴要探索一条中国特有的农村发展之路。 在乡村振兴中,需要强有力的顶层设计才能推动中国探索城乡共同发展;实现乡村经济与市场充分融合;并且有农民高度参与。 因此在村庄层面的国家弱化、市场缺位和农民参与不足的问题亟待克服。 本文建议推动行政权力向村级延伸、培育多样化的市场机制和市场主体,强化村委会的村民自组织性质,从而通过国家、市场和农民在村庄层面上的协同努力,推动乡村振兴战略的实施。
The Strategy of Rural Vitalization (SRV) neither mean to go back to the traditional earthbound society, norspeed up the steps of urbanization and industrialization. SRV would explore a roadmap of rural development with Chinese characteristics. In the implementation of SRV, the top-down design was needed to promote the equal development of countryside. Rural economy should be integrated into national market and farmers’ participation should be a key factor. But in the 40 years since rural reform, the role of government was not strong enough in village level, farmers were weak to access to market and participate public affair in villages. This research suggested to have branches of government established in village level, promote the development of varieties of markets and marketing organizations, strengthen the farmers self-or-ganizations’ functions, thus to promote the cooperation of Local Government, Market and Farmer for rural vitalization.
