海外学者有关改革开放以来中国农村干部权力问题研究综述
A Review of abroad Scholars’ Study on Cadres’ Power

改革开放以来,海外学者对中国农村干部权力有过许多深入细致的研究。包括农村体制变革对干部权力的影响,是“上升还是下降”；农村干部是否值得,农村干部权力对职位承担来说的价值问题；村民自治推行后,村“两委”之间的关系问题,以及农村干部权力与农民权利之间关系问题。海外学者这些研究对我们正确认识农村干部权力,加强农村干部权力研究,探索如何有效约束农村干部权力等都有一定的借鉴作用。
Since the open and reform policy, scholars from abroad have been painstaking in studying cadres’ power in rural China for years, including what are the impacts of rural system transformation on cadres’ power, whether their power accelerated or decelerated? Does it pay to be a cadre, or put it directly, what are the values of the cadres’ power for its holders? After the self-governance policy, what is the relation between the “two committees”, and the relations between rural cadres’ power and peasants’ rights. These studies will contribute for us to percept cadres’ power more properly, to improve the study of cadres’ power, and to explore how to curb cadres’ power effectively.
