农产品质量安全刍议:农户兼业与农药施用行为———来自湘赣苏三省的经验证据
Discussion on Quality and Safety of Agricultural Products:Concurrent Business and Pesticide Application Behavior——Evidence from Hunan, Jiangxi and Jiangsu Provinces

农产品质量安全关乎国计民生,是社会各界关注的焦点。 农户作为农产品生产环节的执行者,其农业生产行为是直接影响农产品质量安全的源头。 鉴于农村地区农户兼业化的日益普遍,本文将农产品质量安全落脚于农药施用环节,探究农户兼业对其农药施用行为的影响机制。 研究发现,农户兼业化后,会减少田间管理的农业劳动力投入,导致农药施用量的增加。 但这一路径中存在一定的偏误,兼业为农户带来家庭总收入提高的同时,也提升了农户的农产品质量安全意识。 农户作为“二元身份冶的载体,便会减少自留粮食耕地上的农药施用量。 文章对这一问题进行了修正,还原农户兼业与农药施用行为的真实影响程度,并进一步提出相应的政策建议。
The quality and safety of agricultural products is related to the national economy and people’s livelihood, which it is the focus of social concern. As the executor of agricultural production, farmers’ agricultural behavior is the source that directly affects the quality and safety of agricultural products. In view of the increasing popularity of concurrent business in rural areas, this paper focuses on the quality and safety of agricultural products in the application of pesticides, and explores the impact mechanism. It is found that the farmers’ concurrent business will reduce the input of labor in the field and increase the amount of pesticide application. However, there are some errors in this path. Concurrent business not only improves the household income, but also improves the farmers’ awareness of the quality and safety of agricultural products. As the carrier of “two identities’, farmers will reduce the amount of application of pesticide on retention. In this paper, the problem was revised to restore the real impact of farmers’ concurrent business and pesticide application behavior, and further put forward the corresponding policy recommendations.
