遭遇产业转移的赵村:空间视角下的农政问题
Zhao Village in Industry Relocation: Rethinking Agrarian Questions with Spatial Perspective

文章以江西省永县赵村为例分析了产业转移中的空间生产及其对村庄的影响。 在地方政府追求经济增长与政绩、工业企业追求利润的合力作用下,高污染、高能耗企业通过产业转移落户赵村。赵村的农业生产空间和人口生存空间因此受到严重侵占和威胁,从而出现农业生产萎缩、商品化加剧、人口和家庭再生产面临困境等一系列问题。 赵村的故事体现了中国乡村受工业资本影响而发生变迁的独特路径。 通过分析产业转移现象并与当下突出的资本下乡现象相结合,文章扩展了农政问题的分析视角,提出以马克思主义理论中的空间视角宏观系统地思考当下中国的农政变迁,深刻理解农政问题背后资本以空间生产进行积累的本质。
This paper articulates the story of Zhao Village in Yong County, Jiangxi Province being influenced by space production of relocated industry. Under forces of local government in pursuit of economic growth and political performance and industrial enterprises in pursuit of profits, enterprises of high pollution and high energy consumption relocated in Zhao Village. As a consequence, the spaces for agricultural production and population subsistence in Zhao Village have been severely invaded and endangered, reflecting the agrarian changes of declining agricultural production, deepened commodification and haunted household reproduction. The story of Zhao Village reflects a special case of agrarian change influenced by industrial capital. By analyzing the phenomenon of industry relocation in comparison with capital into the countryside, this paper expands analytical perspective for agrarian questions and highlights the implication of spatial perspective from Marxist theories in understanding agrarian changes in China. Underneath contemporary agrarian questions in China remains the consistent accumulation of capital through spatial production.
