基于社会包容的公共图书馆服务举措
Social Inclusion-based Public Library Service Measurements

摘要 文章基于中外图书馆界关于社会包容发展进程和相关理论的研究，重点分析了我国公共图书馆实践中社会包容存在的问题，包括设施、资源、技术及观念问题，并由此提出政策支撑、法律保护和教育支持是公共图书馆服务中社会包容得以实现的宏观举措，而转变观念和细微服务则是微观举措。
Abstract: This paper discusses the problems of social inclusion in public library，includes facilities，resources，technology and views based on theories study and practice progress of social inclusion by library scholars of Chinese and foreign，and proposes the safeguard measure：the macro measures includes policy support，legal protection and education support；the microcosmic measures includes changing ideas and considerate service .
