基于公众视角的政府电子信息服务质量概念阐释
Concept Interpretation ofPublic Perspective-based Government Electronic Information Service Quality

摘要 文章在梳理政府电子信息服务与相关概念之间关系的基础上，界定政府电子信息服务的概念边界，基于对公众利用政府电子信息服务过程的分析和政府电子信息服务质量的相关研究，阐释基于公众视角的政府电子信息服务质量的概念，从公众获取政府电子信息服务的信息行为出发，提出政府电子信息服务质量评价的研究维度，为后续实证研究提供研究框架。
Abstract: By combing the relationship between Government Electronic Information Service(G-EIS) and relevantconcepts, this article has defined the concept of G-EIS, based on the analysis on the process of public using G-EIS,and some relational researches on the quality of G-EIS, it has also raised up the concept of government electronic information service quality，puts forward research dimension of G-EIS quality evaluation from information behavior ofpublic acquiring G-EIS, so that it can provide a research framework for subsequent empirical study.
