政府购买图书馆运营管理服务的比较研究——以北京市朝外地区和无锡市无锡新区为例
A Comparative Study of Government Purchases Library Operation Management Services: Taking Beijing Chaowai District and Wuxi New District for Example

摘要 社会力量参与北京市朝外地区和无锡市无锡新区图书馆的运营管理服务， 是我国政府购买图书馆服务比较典型的案例。两个案例取得成效的共性是图书馆运营管理的提供模式、购买对象为基层图书馆、所在政府具有丰富的公共文化服务购买经验。同时，他们在承接方、购买方式、办馆理念、合作主体方面存在差异性，通过比较分析，认为政府应大力培育文化非营利组织、采用独立关系倡导竞争性购买方式、发挥承接方的专业优势以凸显办馆理念、倡导政府购买的三方合作方式，促使政府购买图书馆服务的健康、快速发展。
Abstract: That the social force participates the library service of operation management in Chaowai area of Beijing and WuXI new district of Wuxi is typical cases of government buying library service in China, The commonality of two cases is providing mode of library operation management，buy object for the grass - roots library，rich purchase experience of public cultural service in local government. At the same time，there are some differences in the accepting side，the purchase mode，the concept of library management，partner，The authors think that the government should develop the culture non - profit organization，advocate competitive purchase way of the relationship between independent，develop the professional advantage of the accepting side in order to reflect the concept of library management，and advocate the three party cooperation of government purchase.
