Technical Presentation, Social Construction of the Environmental Problem, and the Transition of Environmental Governance

现有建构主义视角的环境问题研究，超然于环境问题的物质状态与环境治理。区分环境问题的物质状态、技术呈现及社会关注，认为技术呈现与社会关注既有关联又相对分离。环境治理实践中“去问题化”策略，旨在解决社会显现度较高的环境问题，减少社会矛盾和冲突，也存在着环境风险与社会风险。“民标”在环境治理中的应用，突显了环境治理的社会特征，即从单向度重视国家和技术到多向度重视国家-社会、技术测量-民众感受。
：Abstract：Studies of environmental problems from the perspective of constructionism are detached from substance condition and environmental governance. Distinguishing substance condition, technical presentation, and the social concern, recognizes that the technical presentation and social concern are both related and relatively detached. “Deproblematization” strategy in environmental governance aims to solve environmental problems with higher social visibility, to decrease social contradiction and conflicts. Anyhow it still has environmental and social risks. The application of “citizen standard” in environmental governance emphasizes the social features of environmental governance, stressing the transition from the one-sided focus on state and technology to multi-sided focus on state and society, technical measurement to ordinary people’s feeling
