关于加快推进体育强国建设的几个基本理论问题——基于党的十九大报告提出体育发展全局的战略性问题
Basic Theoretical Issues on Speeding up the Construction of Sports Power: Strategic Problems of the Overall Development of Sport Based on Report on the 19th National Congress of CPC

摘要：主要采用文献资料法、逻辑分析法等多学科研究方法，初步回答了体育强国的概念、基本内涵、建设目标、任务和关键点等几个基本理论问题，旨在为加快体育强国建设奠定理论基础和施策依据。研究认为：全面推进体育强国建设必须基于国情和体情，体育大国和体育强国都是相对的概念，是中国体育全面实现现代化历史进程中的两个既有联系又有区别的发展阶段；体育强国有体育自身发展和体育促进发展等两个相互联系的维度；以人民为中心的体育、强国体育以及全面协调可持续的体育是体育强国的基本内涵；为全面完成体育强国的建设任务，全面实现中国体育的现代化，从现在到本世纪中叶需相应地设立3个阶段的建设奋斗目标；围绕奋斗目标，到本世纪中叶，中国体育必须努力完成创建中国特色体育发展道路等6项建设任务和把握好牢牢锁定全面实现中国体育现代化发展目标等8个建设关键点。
Abstract: Using the methods of literature review and logical analysis, this paper gave a preliminary answer on the concept, content, goal, task and key point of sports power, for providing the theoretical bases and policy reference to speed up the construction of sports power. Conclusions: The strategic goal of a strong sporting nation must be based on the national conditions and sports conditions; the big sporting nation and a strong one were two relative concepts, they are two developing stages in the history of China's sports modernization; the internal and external development were the two dimensions of sports power building; the basic connotation of the sports power is people-centered, comprehensive, balanced and sustainable; in order to fully accomplish the task of building a sports power and fully realize the modernization of Chinese sports, we need to set up construction goals in three stages from now till the middle of this century; around the goal of struggle, by the middle of this century, China's sports must strive to finish the six construction tasks such as establishing the road of sports development with Chinese characteristics, and grasp the eight key points such as grasping the goal of the development of China's sports modernization
