体育外交在解决国际争端中的辅助作用研究
Sports Diplomacy: A Supplementary Mean in International Dispute Settlement

摘要：和平与发展已经成为当今时代主题，但当前国际社会的纷争依然不断，如何在和平与发展的主旋律下有效解决国际争端是一个急需解决的问题，20世纪70年代的“乒乓外交”提供了一个范例。主要通过文献资料法、条约解释方法等研究方法，分析新形势下中国运用体育外交策略辅助解决有关国际争端和全球性问题的可行性，以及其中所涉及到的具体法律问题。体育外交是表达政治态度的工具，能提升国家形象，进而为进一步的舆论导向奠定基础，营造争端国之间良好的气氛有助于争端的解决。同时维护国家利益是开展多边体育外交的前提，进而建立完善的体育外交应急机制，处理好竞技体育带来的小矛盾，防止其发展成为国家之间的争端。
Abstract: Even peace and development have become major themes of the present era, international dispute still continues to happen. How to find an effective mean to solve the disputes is an urgent question. Ping-pong diplomacy happened in 1970s is a good example. This paper analyzed the possibility of Chinese government using sports diplomacy as a supplement to solve international disputes and global problems in this new situation and its related specific law by the methods of literature review and international legal analysis. Sports diplomacy is a tool to express political attitude and can improve national image which can set a foundation for further media opinion direction and cultivate a good atmosphere between the countries to solve disputes. Safeguarding national interest is a prerequisite for multilateral sports diplomacy. Governments should establish sports diplomacy emergency mechanisms well to deal with any minor dispute triggered by sports, thus prevent it becoming international dispute
