全面风险管理视角下我国校园足球绩效评价和治理对策研究
Performance Evaluation and Countermeasures of School Football in China from the Perspective of Enterprise Risk Management

摘要：为了保障我国校园足球事业的健康发展，本文从绩效评价的角度出发，结合校园足球发展过程的实际情况，借鉴全面风险管理的思想、方法与工具，运用文献资料法和德尔菲法对我国校园足球的绩效评价进行了深入的分析，主要目的是利用层次分析法和数理统计法计算绩效评价指标体系中6个一级指标和23个二级指标的权重，确定各指标的相对重要程度，并较为客观地判断了我国校园足球实际发展的困难程度为“较高”水平，最后提出推动我国校园足球发展的治理策略：1）全面、协调与可持续的发展绩效理念；2）厘清校园足球发展的理念；3）管理机构规范运行而不失制约；4）健全校园足球正常运行的多维保障体系；5）提高校园足球绩效评价信息的获取与处理能力，以期为我国校园足球的健康发展制定科学有效的预防措施和管理决策提供依据。
Abstract: In order to ensure the healthy development of school football in China, this paper starts from the perspective of performance evaluation, combines with the actual situation, uses idea, methods and tools of enterprise risk management. This paper discusses the performance evaluation of the China’s school football by using the methods of document and Delphi. It calculates the weights of six first-class indexes and 23 second-class indexes in the performance evaluation index system by using the analytic hierarchy process and mathematical statistics, determines the relative importance of each index, and objectively judges the difficulty degree of the actual development of school football in our country as "higher" level. Finally, it puts forward several governance strategies to promote the development of school football in China. The strategies are: 1) have a comprehensive, coordinated and sustainable concept of development performance; 2) clarify the concept of development of school football; 3) regulate the operation of management institutions without loss of constraints; 4) improve the normal operation of school football multi-dimensional security system; and 5) improve the ability to obtain and process the information of performance evaluation of school football. This study hoped to provide the basis for the healthy development of school football in China to formulate scientific and effective preventive measures and management decisions
