新型农村社区体育场地设施建设中的问题与改进措施研究
Problems and Improvement Measures of Sports Facilities Construction of New Rural Community

摘要：为更好地按照“城乡一体化”发展要求，科学规划与建设新型农村社区体育场地设施，采用文献资料、问卷调查、访谈、数理统计等方法，对各省市先期试点的新型农村社区体育场地设施建设进行研究。结果表明：人均体育场地面积偏低，且随社区规模的扩大呈下降趋势；体育场地设施类别少，且趋同化现象突出，社区居民对体育场地设施供给满意度不高；体育场地设施建设法规不健全，各地《导则》规定缺乏可操作性；规划设计人员对体育场地设施建设法规理解不深，缺乏专业指导与沟通；场地设施建设的监督管理与制约机制不完善，资金来源相对单一，投入主体存在缺失、错位现象。在此基础上，提出要完善体育立法，制定新型农村社区体育场地设施建设标准，加强体育场地设施建设的领导与指导，加强验收与考核，强化县级体育行政部门的监督管理，完善体育场地设施建设的资金保障机制等措施，为政府部门科学管理和新型农村社区建设实践提供借鉴。
Abstract: In order to scientifically plan and construct sports facilities of new rural community according to the development requirements of urban-rural integration, this study analyzes the sports facilities construction of new rural community in early pilot provinces and municipalities by the methods of literature review, questionnaire investigation, interview and mathematical statistics. The results show that: 1) Per capita sports area is low, and it shows a downward trend with the expansion of community. 2) Sports facilities in the category are few, and present convergence phenomenon; the satisfaction degree of community residents on it is not high. 3) The laws and regulations of sports facilities construction are not perfect; the “guidelines” are lack of operability. 4) Planning and design personnel do not deep understand the laws and regulations of sports facilities construction, and are lack of professional guidance and communication. 5) The supervision and management and restriction mechanism of the construction of sports facilities are not perfect, the sources of funds are relatively single, and the main part of investment is lack or dislocation. Based on the above, improvement measures are provided, including improving sports legislation, developing the criterion of sports facilities construction of new rural community, strengthening the leadership and guidance, the acceptance and assessment, and the supervision and management of county sports administrative department, and improving the funds guarantee mechanism. This study provides references for the scientific management of government department and the practice of new rural community construction
