多中心治理理论视角下我国农村体育公共服务社会化供给探析
Socialization Supply Mode of Public Services in China Rural Sports in the Perspective of Polycentric Governance Theory

摘要：为探索我国农村地区新型体育公共服务供给方式，进一步协调各方资源为发展农村体育事业建言献策。针对我国农村体育公共服务供给中出现的“政府失灵”和“市场失灵”现象，以多中心治理理论为视角，提出农村体育公共服务的社会化供给模式。运用文献资料法、实地调研和考察等方法，分析了非营利组织、农村社区、自愿性团体（个人）在农村体育公共服务社会化供给中的表现形式，认为这些社会化供给方式在不同农村地区的呈现各有不同，形成对政府供给和市场供给的有益补充。指出在当前社会化供给发展中面临的主要问题是组织的行政化、供给方式的选择以及对供给程度的把握。建议政府尽快建立与社会化体育组织政事分开的合作模式，放宽对民间草根体育组织的准入条件，逐步以政策优惠代替直接投资。
Abstract: The purpose of this study was to explore new sports public service supply mode in China rural areas and to provide reference for its resource allocation. Facing “government failure” and “market failure” phenomena of sports public service supply in China rural areas, we pointed out socialization supply mode in the perspective of polycentric governance theory. This paper analyzed manifestations of nonprofit organization, community, voluntary group or individual in rural sports public socialization supply by the methods of literature review and field investigation. Conclusions: These socialization supply modes have different manifestations and they are good supplementary to government supply and market supply. The main problems in current socialization supply are administration of organization, option of supply mode, and control of supply degree. We suggest that government should build up cooperation mode with social sports organizations as soon as possible in the principle of separating the functions of government from those institutions, ease access conditions for root organizations, and replace direct investment by policy favor gradually
