社会治理视域下非奥运项目组织管理问题研究
Research on the Management of Non-Olympic Project Organizations in the Perspective of Social Governance

摘要：自国家政策由“举国体制”向“全民健身”倾斜以来，非奥运项目关注度逐步提升，然而作为非奥运项目载体的非奥运项目组织的发展却不能与人民日益增长的运动需求相适应，问题源于非奥运项目组织起步晚、受关注度不高、发展缓慢等。以非奥运项目组织为研究对象，主要运用文献资料法和专家访谈法对非奥运项目组织内部结构框架和管理现状等进行研究，剖析出非奥运项目组织存在组织内部管理制度滞后、管理协调能力不足、监管机制不严谨、专职人员配置不合理等问题，结合社会治理的新思路，进而指出加快组织内部管理制度建设、明确权责划分、完善监管机制和改善组织用人机制等几方面措施，旨在将社会治理的理念贯穿于非奥运项目组织内部，实现非奥运项目的社会化发展。
Abstract: Since the national policy changing from the nation-wide system to the nation-wide fitness, the non-Olympic projects have been concerned gradually. However, due to the late start, less attentions and slow development, as the carrier of non-Olympic projects, non-Olympic project organizations cannot be line with the increasing demands for sports of people. Taking the non-Olympic project organization as the research object, using the method of literature review and expert interview, this study focused on the structure and management status of non-Olympic project organization, and found out the problems in non-Olympic project organizations, such as the lag of internal management system, the lack of management and coordination, the lack of strict regulatory mechanism and the unreasonable allocation of full-time personnel. Combined with the new ideas of social governance, it pointed out the measures of speeding up the construction of the internal management system, the division of power and responsibility, the improvement of regulatory mechanism and the improvement of organization personnel mechanism. This study aimed at carring out the concept of social governance throughout the non Olympic project organization and realizing the socialized development of the non Olympic projects
