困境与破解：现阶段我国社区体育发展的多元审视
Difficulties and Solutions: A Multiple Survey of the Development of Community Sports in China at the Present Stage

摘要：运用文献资料、比较研究等方法对当前社区公共体育服务体系的构建进行研究，研究认为：社区公共体育服务应该由以往的“单中心服务模式”向“多中心服务组织”的模式转化，进而实现社会资源的有机互补是解决社区公共体育服务体系供给不足的关键。社区公共体育服务体系的构建应该着力于以社区实践基地建设为契机推动学校与社区体育的有机融合；改善政府管理部门与社会体育组织之间的关系，为政府购买公共体育服务奠定基础；借鉴发达国家经验创新社区体育组织的管理；政府为社区体育的发展提供顶层设计四个方面入手，构建社区公共体育服务体系。促进志愿服务与社区公共体育服务体系相结合的发展模式；逐步制定社区公共体育服务体系均等化的规划体系；建立公共服务多元参考模式，完善社区体育发展的考核制度是当前社区公共体育服务体系的发展路径。
Abstract: This study focused on the construction of current community public sports service system by the methods of literature review and comparative analysis. Conclusions: Community public sports service should be transformed from the past single center service mode to the multi center service organization mode, so as to realize the complementarity of social resources, which is the key to solve the insufficient supply of community public sports service system. The construction of community public sports service system should focus on the development of community practice base so as to promote the integration of school and community sports; improve the relationship between government management and social sports organizations to lay the foundation for the government buying public sports services; learn from the experience of developed countries to innovate the management of community sports organizations; and obtain the top level design provided by the government. Promoting the development of combined mode of volunteer service and community public sports service system, gradually planning system of community public sports service system equalization, establishing a multi reference model of public service and perfecting the assessment system for the development of community sports are the development paths of community public sports service system
