竞技体育国际竞争力评价指标体系构建研究
Construction of Evaluation Index System for International Competitiveness of Competitive Sports

摘要：运用文献资料、专家调查、层次分析等研究方法，以竞技体育国际竞争力评价指标为研究对象，对竞技体育国际竞争力评价指标体系进行构建；初步筛选7个一级指标、35个二级指标、113个三级指标的评价体系；通过两轮专家调查，借鉴Satty等人建立的层次分析法，系统构建出涵盖6个一级指标、21个二级指标和57个三级指标及其权重的竞技体育国际竞争力综合评价体系；建议我国在体育事业发展的指导政策、全方位发展布局、优化巩固传统优势项目群、挖掘新的优势项目群、促进训练创新、重视科技服务、全面解决运动员培养中面临的关键难题、转换运动人才培养方式、发挥竞技体育的引领作用、推进市场化办体育模式、调动社会参与体育发展的积极性等方面出台应对举措。
Abstract: This study constructed the evaluation index system for international competitiveness of competitive sports by the methods of literature review, experts interview and analytic hierarchy process (AHP). Study screened 7 first-level indicators of competitive sports, 35 second-level indicators and 113 the third-level indicators to construct an evaluation index system; based on two rounds of expert surveys and the analytic hierarchy process established by Satty et al., study constructed an evaluation index system for international competitiveness of competitive sports, which covered 6 first- level indicators, 21 second-level indicators and 57 third-level indicators. Research suggests that China promulgated the measures in the following aspects, including the guiding policy of sports development, omni-directional development layout, Optimizing and consolidating the traditional superiority sports event group, mining new dominant sports event group, promoting training innovation, attach importance to the service of science and technology, comprehensively solving the key problems in the athletes training, transforming sports talents cultivation mode, playing the leading role of competitive sports, promoting market-oriented sports mode, and mobilizing the enthusiasm of society to participate in sports development
