《国民旅游休闲纲要》实施目标下我国健身体育旅游公共服务体系的构建
Constructing Public Service System of China Fitness Sports Tourism Under the Implementation Goal of Programs of National Tourism and Leisure

摘要：运用文献资料、专家访谈、综合分析等研究方法，在探究我国健身体育旅游公共服务体系概念的基础上，分析了《国民旅游休闲纲要》实施目标下我国健身体育旅游公共服务体系构建面临的主要问题，结果表明；政府和公众对健身体育旅游观念陈旧;健身体育旅游项目的经营管理体制不活，市场促销意识不强，项目或产品建设缺乏力度；健身体育旅游总体消费水平偏低，人均健身体育旅游消费水平与国际平均水平相比差距较大，健身体育旅游尚未形成规模；促进健身体育旅游公共服务发展的动力机制还没有真正形成；群众日益增长的多元化健身体育旅游需求与健身体育旅游资源之间的矛盾突出是《国民旅游休闲纲要》实施目标下我国健身体育旅游公共服务体系构建的瓶颈。为此，提出构建和完善健身体育旅游公共服务供给保障体系、建立国家健身体育旅游产业基地、加快城市周边乡村健身体育旅游度假地的建设、大力发展健身体育旅游保险市场、充分利用大型国际体育赛事场馆资源的后续效应，拓宽休闲健身体育旅游资源的发展空间及建立健身体育旅游资源保护补偿机制等发展策略，破解制约健身体育旅游公共服务体系构建的瓶颈，对促进我国全民健身的可持续发展具有重要的价值。
Abstract: Based on definition of China fitness sports tourism public service system, this paper analyzed main problems of the system construction under the implementation goal of Programs of National Tourism and Leisure by the methods of literature review, expert interview, and comprehensive analysis. The results showed that government and the public have an old idea on fitness sports tourism; fitness sports tourism programs are inflexibility of the management, lack of awareness of market promotion, and have weak item and product construction; China fitness sports tourism has a low level of general consumer, per capital consumption level has a gap with international average level, and the scale of fitness sports tourism is still small; the dynamic mechanism to promote fitness sports tourism public service development has yet been formed; the contradiction between public growth diversified needing and fitness sports tourism resource is the bottle neck to construct a system under the implementation goal of Programs of National Tourism and Leisure. Hence, this paper suggested to construct and improve fitness sports tourism public service guarantee system, build national fitness sports tourism industry base, speed up construct suburban fitness sports tourism resort, develop fitness sports tourism insurance market, utilize post-effect of international sports stadium, widen space for leisure fitness sports tourism sports resources, and build up its protection and compensation strategy. These measures can break the bottleneck of fitness sports tourism public service system construction and have important value for sustainable development of our nationwide fitness
