政府购买公共体育服务绩效评估现状——基于上海市和常州市经验
Present State of Government Purchasing Public Sports Service Evaluation System: A Case Study of Shanghai and Changzhou

摘要：积极推进政府购买公共体育服务是各级体育管理部门完善公共体育服务职能、建设服务型政府、调动社会力量发展体育、培育和发展社会体育组织的重要举措。鉴于我国政府购买公共体育服务还处于起步阶段，制度机制方面还存在亟待完善之处，特别是在绩效评估的理论与实践方面都需要予以关注。主要采用文献资料法和访谈法等研究方法，对已初具规模的上海市和常州市政府购买公共体育服务的绩效评估实践案例进行分析，发现存在下列问题：相关制度环境不健全；绩效评估指标内容不完善；绩效评估程序不合理；第三方评估作用未能得到充分发挥。针对上述问题，研究提出以下建议：完善政府购买公共体育服务绩效评估制度建设；健全政府购买公共体育服务绩效评估机制；标准化绩效评估流程；建立科学合理的政府购买公共体育服务绩效评估指标体系。对提高公共体育服务质量，促进社会体育组织发展推动服务型政府建设具有十分重要的意义。
Abstract: Actively promoting government purchasing public sports service is an important act of various levels of sports management to improve public sports service function, construct service-oriented government, mobilize social strength to develop sports, cultivate and develop social sports organization. In view of the facts that China government purchasing public sports service is still at a start stage and its system especially the theory and practice of evaluation system are still not perfect, this paper made a case study on the practice of Shanghai and Changzhou government purchasing public sports service evaluation system by the methods of literature review and interview. It found the problems that are unsound system environment, incomplete index content, unreasonable evaluation process, and not fully playing the third party function. Aimed at the above-mentioned problems, this paper put forward some advices that are improving evaluation system construction, perfecting evaluation system, standardizing evaluation process, and constructing scientific and reasonable evaluation system. These may have important meaning to improve public sports service quality, promote social sports organization development, and push forward service-oriented government construction
