“广场舞扰民”的深层原因及其治理
Deep Causes of Square Dance Disturbing and Its Governance

摘要：近年来，广场舞扰民事件频发，已成为我国社会关注的一大热点问题。为寻求合理的治理路径，通过文献资料法、案例分析法等研究方法，从城市社区体育公共空间的视角，深入广场舞扰民的背后，对城市社区体育公共空间的供需与治理问题进行深入分析。从表面来看，广场舞扰民事件是广场舞参与主体与城市区民之间的权利冲突；而实际上深层次的原因还在于城市社区体育公共空间供需矛盾与治理缺失。要解决广场舞扰民这一难题，在后续的新型城镇化建设进程中，政府与城市规划部门应充分考虑城市居民的社区体育健身需求，合理规划社区体育公共空间，加大和改善城市社区体育公共空间的供给；同时，加强对城市社区体育公共空间的协同治理，合理引导城市社区居民的健身行为。为广场舞扰民问题提供合理的解决路径。
Abstract: Square dance disturbing event occurs frequently and has become a hotspot of social attention in the past few years. In order to seek reasonable governance path, this paper analyzed its supply, demand, and governance from the perspective of urban community sports pubic space by the methods of literature review and case study. On the surface, square dance disturbing event is a rights conflict between participators and other community residents. But the deep cause is supply and demand conflicts and governance deletion of urban community sports public space. To solve the difficult problem of square dance disturbing, government and urban planning department should fully consider urban community residents’ sports fitness needs, rational planning community sports public space, increase and improve the supply of urban community sports public space in the subsequent process of new urbanization construction. Meanwhile, government should strengthen urban community sports public space cooperation governance and guide fitness behavior of urban community residents.
