Abstract:

摘 要: 以民族教育政策促进各民族共同发展繁荣是一项战略议题。而随着社会转型与民族教育环境的变化,民族教育政策应做相应调整,解决民族教育的现实发展问题。鉴于此,通过选择湖南省5个世居少数民族聚居区为对象,采取问卷调查与访谈调查法进行实地调研,发现民族教育政策存在四方面的问题,即“一个悖论、三个失衡”:民族教育政策统筹下的“平衡悖论”、民族教育政策本身的“时序失衡”、知识教育与文化教育的“内容失衡”、文化知识与团结教育的“功能失衡”。针对这些问题,分别从政策理念、政策标准、政策资源、政策优势、政策指向等五个方面提出变革路径。
Abstract: It is an important educational strategy to promote the common development and prosperity of all ethnic groups in the nation through ethnic education policy. However, with the transformation of the society and the change of the ethnic education environment, the ethnic education policy must be modified accordingly so as to solve some practical problems in the development of ethnic education. Therefore, this project chooses 5 traditional minority areas in Hunan province as the object of investigation which is done in the form of questionaire and interview. The research finds that there are 4 problems in the ethnic education policy (1 paradox and three imbalances), namely, “balance paradox of the ethnic education policy”, “imbalance of the time order of the ethnic education policy”, “imbalance of the contents of the knowledge and culture”, and “imbalance of the functions of the cultural knowledge and unity education”. In view of these problems, the present study proposes ways to reform education in such 5 aspects as policy concept, policy standard, policy resource, policy advantage and policy direction
