现代化进程中地方治理能力框架建构
Construction of local governance capacity framework in modernization

摘 要： 地方治理能力建构属于推进国家治理能力现代化目标的重要组成部分，在借鉴相关成果的基础上，一方面，通过剖析现代化进程中的关键要素，厘清此背景下地方治理能力建构的基本特征，找到二者的契合点；另一方面，通过回答“地方治理能力建构为了什么”“谁来建构地方治理能力”以及“地方治理能力如何建构”三个理论问题，试图构建一个包含目标愿景、政策行为、能力反馈在内的“理念―结构―过程”整合分析框架。
Abstract: Capacity constructionof local governance is an important part in modernization of national governance capacity. Since the 1990s, scholars at home and abroadhave conducted very fruitful research on this proposition. On this basis, the present essay analyzes the key elements in the process of modernization, and reveals the essential features of capacity construction in local governance in the context. Besides, the essay answers three issues of capacity construction in local governance: what, who and how, attempting to construct an integrational analytical frameworkof “philosophy, structure and process” containing aims,policy behaviors and capacity feedback
