The Regional Economic Development Policies of the United States Government (1961-1981)

上世纪六七十年代是美国区域经济开发的高潮。在黑人民权运动等群众运动推动下，美国政府实施了两类区域经济开发政策，即全国性的《公共工程与经济开发法》和针对特定地区的《阿巴拉契亚地区开发法》，二者的目标任务、政策举措、开发成效均不尽相同。以建设开发公路等基础设施为基础，以培育经济增长中心为核心的区域开发政策取得了一些成效，但美国地方主义把区域开发政策变成一场政治博弈与利益争夺战，远未实现预期目标。
The 1960s and 1970s witnessed the climax of American regional economic development. Under the pressure of civil rights movement which calls for economic justice and focuses on regional poverties, the U.S. Government issued two types of regional economic development policies, namely, Public Works and Economic Development Act of 1965 and Appalachian Regional Development Act of 1965. Both of them had different targets, pursued different policies and had different effects. These regional development policies are based on the development of roads and other infrastructures, and focus on fostering economic growth centers. Although some achievements were made, the expected goals failed to be achieved, because American regionalism turned regional development policies into a political game and interests struggle
