国家铁路与社会资本合作项目遴选体系研究
Research on national railway and social capital cooperative project selection system

为积极推动国家铁路和社会资本合作的顺利实施，通过定量与定性相结合的分析方法，构建国家铁路和社会资本合作项目的遴选体系。先采用逻辑赋值法实现项目初筛，再借助加权灰靶决策法进行择优选择，便可在前期通过“是否可行”和“是否满意”2个步骤高效准确完成项目识别，遴选出兼顾政府、社会资本和公众三大利益群体核心诉求的合作项目。研究结果表明：该方法科学合理，符合实际情况，能够提升遴选效率，确保遴选公平，减少遴选成本。
In order to actively promote the smooth implementation of national railway and social capital cooperation, the selection system of national railway and social capital cooperative project is constructed by means of quantitative and qualitative analysis. The results show that the first screen of project is realized by the method of logical assignment. Then with the help of weighted gray target decision method, the project identification can be finished efficiently and accurately by two steps of “feasibility” and “satisfaction”, and cooperative projects which take into account the core demands of three major interest groups of government, social capital and public are selected. The method is scientific and reasonable, accords with the actual situation, enable to improve the selection efficiency, ensure the selection of fairness and reduce the selection cost
