我国基层医疗机构于2009年开始正式实施基本药物制度。通过实施基本药物制度，药品价格稳步降低、 医疗服务质量逐年提升，以及居民满意度较前大幅提高；但同时也存在基本药物目录的范围过窄，基本药物质量难 以保证和基层医疗机构的补偿不到位等问题亟待解决
