是硕果累累，还是暗藏鸿沟？——“新医改”政策再思考
Rethinking on the policy of new medical reform: fruitfulachievements or hidden gaps?

本文从我国医疗卫生体制改革的历程入手，分析了我国启动新一轮医改后取得的成果，进而分析当前“新医改”进程中存在的问题：取消药品加成与医院补偿问题；增加药事服务费与医保支付、患者支付能力的问题；社会资本办医与公立医院平等的政策落实问题；医患冲突与互信机制构建问题。最后，提出了见解。
This paper firstly introduced the reform course of China’s medical and health system, and then presentedthe achievements since government started a new round of health care reform in 2009. The author analyzed deeplysome problems existing in the process of the new medical reform, including cancelling drug bonus and raising hospitalcompensation, increasing pharmaceutical service fee and reducing burden of medicare and patients’ payment, realizingthe equal policy between the hospitals run by social capital and public hospitals, resolving doctor-patient conflicts andconstructing mutual trust mechanism. Finally, the author put forward his own views
