论医疗行业“公共人”人性择拟与制度构建
System construction and human nature choice of “publicman” in the medical field

对人性的预判，将直接影响包含医疗卫生在内的公共领域相关研究的理念、起点与方法，是公共管理的基础问题。 我国医疗卫生事业的价值追求和内在属性要求必须把医疗行业定位为利他，公共利益最大化追求者的角色。近年来，随着市场化的全面推进，医疗领域特有的垄断性、专业性以及监管的缺位，使医疗领域公共性逐步缺失，出现公共人“经济人化”的客观现实，遭遇“应然”和“实然”的尴尬。回归公共人角色，明确政府责任，在投入和监管上实现制度创新，是实现医疗领域的去“经济人化”的关键。
The judgment of human nature assumption will directly affect the related concept, starting point andmethod in study of the public field, including the research in medicine and hygiene field. So it is the foundation programof public management. The value pursuit and intrinsic properties of medical and health care services in China requirepositioning medicine field as the role of altruism and public benefit maximization. In recent years, with the comprehensivepromoting of marketization, the public welfare is gradually missing because of the special monopoly, specialty in medicalfield and the absence of regulation. It leads to the objective reality that public man becomes more “economic man” and thecontradiction between “ought to be” and “reality”. Returning to the public role, clearing the government responsibility andrealizing system innovation in investment and supervision are the key to accomplish the “non-economic man” (to get rid of“economic man”) in the medical field
