An analysis on reduction of public welfare in public hospitals based on principal-agent relationship theory

公益性是公立医院的基本属性和特征，本文立足于公立医院公益性的淡化表现，从政府与公立医院院 长、院长与医护人员、医护人员与患者间的委托代理关系入手，分析公立医院公益性淡化的原因，并提出激励约 束机制方面的建议，旨在寻求公立医院公益性的回归途径。
Public welfare is the basic attribute and characteristics of public hospitals. Based on the performances of reduction of public welfare, this paper aims to find out the reasons for the reduction by analyzing the principal-agent relationships in public hospitals, such as between government and hospital director, director and medical staff, medical staff and patients. Finally, the authors put forward the suggestions of strengthening the incentive and restrictive system to realize the resumption of the public welfare
