《关于推进分级诊疗制度建设的指导意 见》视域下分级诊疗模式的问题与思考
Reflection on hierarchical treatment model from the perspective of the “Guidance of promoting the construction of hierarchical treatment system”

2015年9月国务院办公厅印发了《关于推进分级诊疗制度建设的指导意见》，但就全国医疗服务情况 来看，基层医疗卫生机构数量和诊疗人次增速均低于医院，医疗服务倒置现象仍然非常严重，分级诊疗模式落地 仍然存在诸多问题。因此，我们建议：一要解放城市医院生产力，推动优质医疗资源和医务人员下沉；二要加大 投入，改善基层医疗机构的医疗条件；三要完善转诊标准和转诊流程；四要加强对患者就医行为的引导；五要加 大宣传力度，转变群众就医观念。
In September 2015, the State Council issued “Guidance of promoting the construction of hierarchical treatment system”. However, our current situation of the national health care stands that the growth speed in number and clinical visits of primary-level health care institutions is lower than that in hospitals. The phenomenon of inversion in medical services is still evident. The hierarchical treatment system faces some problems. Here our recommendation includes: First, liberate the productivity of city-level hospitals and encourage high-quality medical resources and medical personnel to serve in primary-level health care institutions; Second, increase investment to improve medical conditions in primary-level medical institutions; Third, improve the referral criteria and referral procedures; Fourth, instruct patients’ behavior to seek medical services; and lastly, promote the public’s scientific perspectives on medical serves through positive propagand
