社会办医的风险及其防范策略
The risk and preventive strategies of social capital-held medical institution

我国在社会办医的政策历史上有所反复，十八大尤其是十八届三中全会以来，形成了社会办医的“热 环境”，但社会办医政策、投资者、经营者、从业医生、就诊患者等显现或潜在风险依然存在。进一步完善公共 办医政策、提高政策执行力、保障办医的社会资本自由流动、加快推进医疗卫生信息化、取缔非法医疗广告、严 厉打击医闹行为等，是有效防范风险的必由之路。
The policy of the socially-run medical services has been modified repeatedly in China. There has formed a “hot environment” for the socially-run medical services, especially since the third Plenary Session of the 18th CPC Central Committee, but meanwhile, the apparent and potential risks still exist in health care reform policies, investors, operators, doctors and patients. So, we should take effective measures to prevent risks, including further improving the public health policies, enhancing the implementation of policies, guaranteeing social capital flow freely, accelerating the promotion of medical and health informatization, banning illegal medical advertisements, and cracking down on medical troubles, etc
