Public policy-making rationality in the reform of public hospitals based on game theory

从博弈论的视角分析医疗公共政策制定的实质，引入政策博弈概念并对医疗公共政策博弈概念进行 界定；对公立医院改革中合理性政策制定的对策进行分析。从合作和非合作博弈两方面对医疗公共政策制定及政 策工具应用进行评述，就政府对公立医院治理政策制定的合理性做出探讨，并提出相应建议。
The essence of health public policy is analyzed from the perspective of game theory. Policy game is introduced and then the concept of health public policy game is defined in this paper. Measures for rational public policy making in the reform process of public hospitals are discussed. The health public policy formulation and the application of policy instrument are reviewed in the aspects of the cooperative and non-cooperative game. The rationality of the public hospital governance policy formulated by the government is investigated. Some rational recommendations are proposed finally
