论国家治理现代化的公共性价值及其实践向度――惠鉴《公共性视野下的国家治理现代化》的历史与现实维度

在我国，对于公共性价值旨趣的追寻，是当前治国理政的灵魂，也是实现国家治理现代化的理想愿景。它体现着国家施政、政党执政以及政府行政的德性。基于公共性价值实践的历史与现实双重维度的考察，在反思西方国家在治理现代化过程中落入“形式公共性”窠臼的深层根源基础上，可以逻辑地得出这一结论：将“形式公共性”和“实质公共性”融合一体的公共性价值追寻，必然是现代化的国家治理价值与国家治理模式之间的逻辑联系及其实践规律的客观要求。因此，理论上而言，这对于明晰国家治理价值未来演进的社会机理以及推动我国国家治理体系与治理能力现代化发展的进程，并进而探寻在“形式公共性”和“实质公共性”整合基础上总结与提升我国治理现代化的“中国方案”，具有重要的理论价值与实践意义。
Currently，the pursuit of publicness constitutes the essence of the governance of China as wellas the prospect of its modernization of governance. Publicness，as a matter of fact，embodies the virtuesrequired by the activities of the state，the ruling party and the government. Through examining the valuepractice of publicness both diachronically and synchronically，we made a critical review of the root cause forthe trap of so-called formal publicness into which the western countries have fallen during the modernizationof their state governance. A logical conclusion of our examination and review is that the integration betweenformal publicness and substantial publicness is required by the logic between the value pursuit of modernstate governance and the mode of state governance and by the principle governing the practice in this regard.Therefore，this integration is of great theoretical and practical significance for identifying the social mechanismof the future evolution of the value of state governance；for promoting the modernization of China’s systemand capacity for state governance；and then for proposing a Chinese approach to the modernization of stategovernance on the basis of exploring the ways of integrating formal publicness and substantial publicness
