新时代坚持和加强党的全面领导的“四大原则”

党的十九大报告中提出了坚持和加强党的全面领导的崭新论断，这是新时代党的建设与国家建设的重要任务，是国家政治生活的核心命题。坚持和加强党的全面领导应遵循“四大原则”，一是方向指引原则，坚持和发展社会主义是作为执政的中国共产党的使命担当和本质规定，是新时代加强党的全面领导的基本前提；二是政治统领原则，把党的政治建设摆在首要位置，深化党的先进性纯洁性建设和长期执政能力建设，是新时代坚持和加强党的全面领导的内在要求；三是法治建设原则，把坚持党的领导贯穿到全面依法治国与依法执政全过程，是新时代坚持和加强党的全面领导的根本路径；四是力量保障原则，坚持党对人民军队和武装力量的绝对领导，是新时代坚持和加强党的全面领导的重要保障。深入研究新时代坚持和加强党的全面领导应坚守的原则问题，对推进新时代党的建设伟大工程具有重大的理论价值和指导意义。
In the report of the 19th National Congress of the Communist Party of China, the new thesis ofupholding and strengthening the Party’s overall leadership was put forward. To uphold and strengthen theParty’s overall leadership is an important task for building both the Party and the nation in the new era, andit is also an important proposition for the development of our country’s political life. To fulfil this great taskwe should follow the following“ four principles” . The first concerns the political direction. The mission andessence of the ruling of the Communist Party of China is to adhere to and develop socialism, which is thebasis for strengthening the Party’s overall leadership in the new era. The second is the dimension of politicalleadership. The inherent requirement of upholding and strengthening the Party’s overall leadership in the newera is to put the Party’s political construction at the forefront, strengthen its purity and advanced nature, andenhance its long-term governance capacity. The third is the dimension of legal construction. The fundamentalpath to the Party’s overall leadership in the new era is to exercise its leadership in the entire process ofadvancing law-based governance and law-based exercise of state power. The fourth concerns the force to ensuresecurity. An important guarantee for the Party’s overall leadership is the Party’s absolute leadership over thepeople’s army and armed forces.
