论慈善组织信息公开的公信力塑造功能――基于近年中国慈善组织公信力嬗变视角的分析

Abstract:

公信力是慈善组织生存和发展之本,但中国慈善组织在之前特定环境中建立的初始公信力,却在近年市民社会发育、信息社会深化和政府公信力转型的影响下,遇到严峻挑战,导致一些慈善组织面临公信力危机。慈善组织信息公开具有正面信息传播、虚假信息证伪、公众权益实现、信任关系固化等功能,这有助于重构慈善组织与社会公众之间的信任关系。因此,应该从信息源的改善、信息公开内容的保证、信息公开服务的优质提供、信息公开过程的优化等方面做好信息公开工作,以重塑中国慈善组织的公信力。
The public credibility is essential to the survival and development of any charitable organization. But the original credibility which Chinese charitable organizations gained in the specific historical and social environments are facing severe challenges in the current context of the quick development of civil society, information disclosure and the transformation in government’s public credibility. Some charitable organizations in China are now confronted with credibility crisis. Since the information disclosure can serve such functions as to spread positive information, deny false information, fulfill the rights and interests of the public and consolidate the trust between various stakeholders, it is urgent to improve the source of information, guarantee the reliability of the information disclosed, provide a quality service of information disclosure and optimize the process of information disclosure. Only by so doing can Chinese charitable organizations regain their public credibility
