联合劝募:慈善组织管理与运行的新机制研究

慈善资源是慈善组织得以顺畅运转的基础。中国慈善组织一般可分为官办慈善组织与民办慈善组织两种类型,它们的慈善资源经营模式和治理机制不同。当前国外发展比较成熟的联合劝募经营模式,却为官办慈善组织与民办慈善组织加强联合与合作提供了一种新的模式。在中国大陆,联合劝募模式发展缓慢,但在中国台湾地区,以“中华社会福利联合劝募协会”为中心的联合劝募发展得却比较好,以“中华联劝”为典型的联合劝募模式,可以为上述两种慈善组织的合作提供借鉴。
Charity resource is the economic foundation of any effective charitable organization. In China, there are two types of charitable organizations, i.e. the governmental and the non-governmental ones, which differ from each other in the management of charity resources and governance mechanism. The United Way, a mature mode of charitable organization in regions outside mainland China, provides a new way for the governmental and non-governmental organizations to cooperate with each other. In mainland China, the mode of United Way is under-developed whereas it develops very well in Taiwan region. The case of United Way Taiwan has some significant implications for the cooperation between the governmental and non-governmental charitable organizations in mainland China
