现实空间与网络空间的政治生活与国家治理

互联网技术的发明与应用,使人类社会进入到现实空间与网络空间平行与交叉的双重时空之中。由网络空间所赋予信息以权力的属性对国家权力以及国家治理产生了重要影响。现实空间与网络空间与支撑人类社会的信仰、制度、技术三重维度的交叉组合,形成了独具特色的网络时空下的国家治理。网络空间的分散与集聚功能,使现实空间中的制度与组织很难应对在网络时空中动议并形成的集体行动。现实空间与网络空间的平行运行与交互作用使国家治理不得不关注网络空间的运行逻辑。国家治理的关键在于培育两种时空时平行运行与交互影响的社会道义与道德力量。
Because of the invention and application of the Internet technology, human society has come into two kinds of space: the real space and cyberspace, which are parallel and intersecting with each other. The empowerment of information challenges the state governance. Faith, institution and technology are combined with two kinds of space, thus giving birth to a kind of state governance in cyberspace. The dispersion and agglomeration functions of cyberspace impose a big challenge to the state governance, because it is difficult for the institution and organization in real space to deal with the collective actions produced in cyberspaces. Under such circumstances, the state has to pay due attention to the action logic of cyberspace and give top priority to the cultivation of the morality which is essential to the effective operation of these two parallel spaces
