“一带一路”与中美竞合关系的塑造

近年来,竞争与合作同时上升成为中美关系“新常态”,对这种“竞合”状态进行良性塑造是中美构建新型大国关系面临的主要挑战。作为中国国家发展和外交的主轴之一,“一带一路”建设对中美关系的影响日趋显现。美国战略界对“一带一路”的重视程度不断提升,其认知呈现多元化趋势,特朗普政府也在调整应对“一带一路”的策略。美国虽然并不位于“一带一路”沿线地区,却可对“一带一路”建设发挥牵制作用。中国需更有效地处理大国战略博弈等挑战,尤其是妥善应对美国因素的现实和潜在影响。为管控美国因素对“一带一路”建设的影响,需深入研究美国方面对“一带一路”的“关切点”、其可能实施干扰牵制的“风险点”,以及有助于中美扩大利益交融的“合作点”,力争使“一带一路”为中美构建新型大国关系发挥助力作用。
Abstract：In recent years, China-US relations are characterized by increasing competition and cooperation between the two sides and it has become a new normal. To tackle such situation is essential to building a new type of major-power relations between China and the US. As the backbone of Chinese Foreign Policy, The Belt & Road Initiative (BRI) is very consequential to the China-US relations. US Strategists has begun to ponder upon the BRI through diverse perspectives, and the Trump administration takes different approach to responding to the BRI. The US possesses the economic, political and security power to counterbalance Chinese efforts to implement the BRI. China needs to prudently deal with the influence of other major powers including the US along the Belt and Road. To mitigate competition and promote cooperation, the concerns of the US side, the potential conflicts between China and the US, as well as the areas for bilateral collaboration should be investigated thoroughly. If a right approach in place, the BRI could serve as the driving force for a new type of major-power relations between China and the US.
