中美新型大国关系视野下的上海自贸区发展战略探析

以对标国际、建设“开放度最高”的自贸试验区为任务的上海自贸试验区,自主开放的主要对象可以设定为美国为首的发达国家,下一阶段的发展可以侧重放在中美新型大国关系的视野下进行探析。上海自贸试验区可以巩固现有对美经贸交往优势,提升对美经贸关系的水平和质量,为深化和提高中美战略性经贸依存关系作出贡献;可以对接和服务中美BIT谈判,为中美“互相尊重”开辟法律化、制度化的机制保障;可以与上海的“四个中心”和国际科创中心建设联动,推进治理体系和治理能力的现代化,作硬实力和软实力“双提高”的排头兵;可以进一步加大压力测试力度,加快总结与提炼制度性成果,为完善“合作共赢”的国际治理提供制度和规则公共产品。
Abstract：Based on the goal of reaching the highest openness and international benchmarking, Shanghai Pilot Free Trade Zone could set the US as the main target country in the experiment of further reform and openness. So, its development strategies in the next phase could be analyzed under the perspective of new power relationship between China and the US. The main aspects could be upgrading the level and quality of bilateral trade and investment, providing effective support for Sino-US BIT negotiation and supply of international public goods, and strengthening the respectable hard power and soft power.
