引进消化吸收再创新农业科技项目现状及管理创新
Innovation in Management and Present Situation of Introduction, Absorption and Innovation Project of Agriculture Technology

引进国际先进农业科技成果,在更高起点上开展自主创新,是缩短与国际先进水平的差距、提升农业国际竞争力的关键。上海作为都市农业先行者,开展国外新品种、新设备、新技术、新材料的引进消化吸收再创新并加强项目管理,对于提升农业科技自主创新能力有相当积极意义。本文对2003-2014年设立的上海市引进消化吸收再创新项目实施和管理现状进行了研究分析,并针对项目申报、项目立项、项目验收和绩效评估等环节提出了创新对策,以期提高管理水平。
Introduction,absorption and re-innovation of advanced agricultural science and technology achievements is the key of narrowing the gap between China and developed countries and promoting international competitive power.Establishing Introduction,Absorption and Re-innovation Project about new species,equipment, technique and materials from foreign countries and reinforcing management has great significance in strengthening the capability of independent innovation of agricultural science and technology.This paper analyzed the management situation of Introduction,Absorption and Re-innovation Project of Shanghai in 2011-2014 and proposed innovative ways of management in the project application,approval,acceptance and performance evaluation.
