麦农采用农业节水技术的影响因素分析――基于北方干旱缺水地区的调查

Abstract:

小麦是我国耗水最多的农作物之一,麦农是否采用农业节水技术对提高我国农业灌溉用水效率,缓解水资源短缺形势十分重要。本文基于北方干旱缺水的小麦主产区273户农户调查数据,利用Logit模型分析了麦农采用三类农业节水技术的影响因素。结果表明,户主的教育程度、对节水技术的认知程度、政府补贴以及农技培训是影响麦农采用节水技术的关键因素。同时我们也发现,本应反映水资源稀缺程度的水价对麦农采用节水技术的影响并不显著,这可能与目前我国农业用水缺乏定价机制有关。建议加强对农业节水技术的宣传,继续加大对采用农业节水技术的补贴力度和制定适当的水价促进麦农更多地采用节水技术。
Wheat is the most water-consuming crops in China, and whether the producers take water-saving technology is very crucial for improving the irrigating efficiency and relieving water-source pressure of China’s agriculture. Using the survey data on 273 farmers both in the wheat producing areas and in the water shortage areas of China, this paper analyzed the influencing factors on wheat producers’ three kinds of water-saving technologies adopting behavior with the help of Logit Model. We found that the producer’s education background and their awareness of water-saving technology, government subsidies and agricultural technology training are the key factors. We also found that the water price supposed to have reflected its scarcity was not significant for wheat producers in their adopting water-saving technologies. This may be related with the lack of agricultural water pricing mechanism. So we suggested that the authority should take some actions to make more advertisements and provide more subsidies to producers in adopting water-saving technologies. It’s also important to develop appropriate water price for promoting the use of water-saving technologies
