嵌入社会资本的乡村社会治理运转:以陕南乡村社区为例

提高乡村社会治理绩效水平,既涉及到乡村社会治理结构内部权力配置的合理性和均衡性,又牵涉到各治理主体间的沟通效率与合作状态。在新型城镇化背景下,重提社会资本对改善目前乡村社会治理的内源性困境,实现有效治理仍具有重要意义。文章通过陕南乡村社区治理过程中社会资本的具体运作展现了各治理主体的互动过程和复杂关系。研究发现,社会资本与乡村社会治理之间存在着内在的逻辑关系:一方面,社会资本的丰富程度能够影响各主体对社区治理的参与水平;另一方面,规范、信任和参与是影响构建乡村社会多元治理网络的主要因素。由此,有必要重塑乡村的社会网络,进一步促进乡村社区参与机制的建立,持续推动农村合作组织的发展,进一步完善政府在社会资本培育中的作用,从而达到乡村社会善治。
Good social governance involves the rationality and proportionality of power distribution, as well as the efficiency of communication and cooperation among agents. This paper holds that under the context of new urbanization, reintroducing social capital is much more important to alleviating the rural endogenous plight, and realizing the good governance. Based on the empirical research in the rural community governance of southern Shaanxi, the paper shows the interaction process and complex relationship among the agents. The study finds that there is an inherent relationship between the social capital and rural social governance. On the one hand, villagers can be mobilized to participate in social governance; on the other hand, multi-governance network will be set up with the abundance of positive norms, higher trust and participation of villagers. Finally, this paper tries to put forward five paths to achieve the good governance in rural society
