越南生态公益林保护与社区协调发展的评价与分析

Abstract:
生态公益林在越南常被称为特种用途林,发挥了显著的生态效益。越南已建立了国家特种用途林管理体系,覆盖了整个越南国土。目前,越南面临特种用途林保护和管理最大的困难是如何协调特种用途林保护与当地居民生计之间的冲突问题。为了解决以上矛盾,促进越南生态公益林保护与社区的协调发展,笔者在前期研究的基础上,经过进一步调研,以政策分析为入口,系统剖析了越南生态公益林保护与当地社区协调发展的现状,并应用专家系统的评价方法,对影响协调发展的冲突因素进行了分析。探讨了特种用途林区和当地生活社区之间存在的冲突成因,并借鉴中国公益林保护的许多经验,提出了越南特种用途林协调发展的策略与建议。
