国外图书馆界拓展电子书服务权利空间的新进展

Abstract:
？图书馆“出借”电子书的权利来源于约定而非法定。为保障公共利益，必须拓展图书馆电子书服务的权利空间。介绍国外图书馆界近期在参与制度设计、协调各方利益关系等方面取得的一些进展，包括积极推动立法明确图书馆版权例外、规范协议内容以确定合理权利、探索电子书生态圈新的利益平衡机制等。
