云理论的规制影响评估

Abstract:

作为衡量和改进规制政策有效性的工具,规制影响分析逐渐由发达国家向发展中国家渗透和转移.由于发展中国家规制运行框架缺乏,机构和技能不足以及缺乏透明度等导致规制影响评估在发展中国家的应用进展缓慢,因此需要结合实际寻找并使用对规制绩效进行评估的合适方法.首先分析了云理论方法与规制影响评估之间的契合性,在此基础上构建了规制影响评估模型并进行了应用举例.该模型可以解决传统成本收益分析的数据收集问题并对规制系统的有效性进行综合评价,避免了以往因某些非理性因素而产生的主观臆断和盲目决策情况发生,使政府规制的质量和效率得以不断改善和提高.
