技术与民主：风险在科学与环境报道中的传播进路与思考
Technology and Democracy：Rethinking of Two kinds of Risk Communication Approaches in Science and Environment Reporting

摘要 在以科学与环境为主题的新闻报道中，风险传播存在技术和民主两种进路。技术取向的报道虽有利于迅速做出风险决策，但不符合风险公开公平原则；民主取向的报道重视生态和人文，但有可能放大风险，导致决策困难。本文通过对长沙、深圳两地的磁悬浮报道进行对比，指明合理的风险传播应该平衡科学与环境，促成风险各方的共识与合作。
In a themed of science and environment news reports, there are two kinds of risk communication approaches: technology and democracy. Technology-orientated reports is conducive to make quick decisions, while defy the principle of openness and fairness. Anyway, democratic-orientated reports pay attention to ecological and cultural views with amplification of risk, which may lead to difficult decision. This paper selects the reports on maglev to analyze and points out that the risk communication should be a reasonable balance of science and environment, contributing to the consensus and cooperation of all parties of risk
